CENTROBASKET TOURNAMENT FOR MEN

                                         MEXICO, JUNE 17 TO THE 21ST, 2003

  TOURNAMENT RULES

 

Particular Rules

 

1) Sponsored by the Central America and the Caribbean Confederation, CONCENCABA and organized by the Mexico Basketball Federation, the Centrobasket for Men, will be held in Sinaloa, Mexico classificatory for the Las Americas Tournament in San Juan, Puerto Rico.

 

2) There will be participation from eight (8) teams, Mexico as the organizing country, the four (4) best positions in the last Caribbean tournament, (USA Virgin Island, Dominican Republic, Bahamas and Antigua), Costa Rica and Guatemala, representing COCABA and Puerto Rico champion of the last Centrobasket.

 

3) All countries, in order to participate, shall bring up to date their financial obligations with FIBA and FIBA AMERICAS.

 

The Delegations

 

4)  Each delegation shall be composed of no more than 17 persons. Twelve (12) of which shall be players and one (1) a FIBA Referee with current license whom shall also be directly appointed by FIBA and FIBA AMERICAS General Secretariat. The four persons shall have specific responsibilities within their team.  If a team only includes ten (10) players, number of members of the delegation shall not exceed fifteen (15) persons.

 

5) A preliminary list of players shall be sent to the CONCENCABA General Secretariat before 17/05/03 and up to twenty-four (24) players can be included. The reason for this requirement is the need to have all the information needed for the promotion of the event. You shall also, therefore, include photographs of the players, position in the court, height, name of the club team, last performances, participation in the national team, etc. The final list of twelve (12) players shall be sent to the Secretariat (72) hours before the beginning of the tournament 14/06/03 and shall be presented at the Congress of Delegates together with their respective I.D. of the players. Any change made after the deadline can only be considered in exceptional cases and will be subject to a fine of 600.00 u.s.  per player. The player that enters has to be included in the preliminary list of (24) players.

 

Financing

 

6)         The Mexican Federation shall be responsible for all the expenditures described below:

a)         First class hotel accommodations in double rooms with the appropriate size bed for the players, two (2) days prior to the date of the event, including a day after the final participation of each team. The room for the Delegate of the team shall be a single room.

 

b)         Proper meals for sportsmen in sufficient amounts and good quality, of which menus shall be approved by the General Secretariat. This shall include: breakfast, lunch and supper with bottled water and soft drinks (juice and sodas) in sufficient amounts.

 

c)         Accommodations in a first class hotel with meals in accordance with point b) above, for the referees and technical commissioners.

 

d)         Air tickets for the President of CONCENCABA, the Secretary General, Technical Director of FIBA AMERICAS. and the neutral referees.

 

e)         Single occupancy first class accommodations with meals included for the President, Secretary and Technical Director.

 

f)        An automobile with driver for the President of CONCENCABA, one for the Secretary General of FIBA AMERICAS and one for the Technical Director.  Also, one or two vehicles appropriate for the transportation of referees and technical commissioners to the game fields.

 

g)         Viaticums for members of the Technical Committee and referees, in accordance with FIBA regulations.

 

7)         The Secretary General or his designee shall be the President of the Technical Committee, which shall also be integrated by a representative appointed by the organizing country, and one member from the participating teams elected by them as proposed by the President.

 

8)         The President of CONCENCABA or his designee shall be the President of the Appeal Jury and shall also preside over the Technical Congress during which and as proposed by the President, shall be named the additional 4 members of the Jury. The sanctions imposed and under appeal in front of this Jury, shall be the last application; therefore, its decisions are final.

 

9)         The Technical Committee shall officiate the event in all aspects related to the disputed games, training, itinerary, the designation of referees or commissioners and shall be in control of the general competition in order to ensure compliance of FIBA and FIBA AMERICAS regulations by the organizers and all the participants. In addition, it is responsible for the administration of the sanctions to any violator of FIBA AMERICAS Code of Discipline as it currently relates to the tournament.  These decisions shall be made prior to the participation of the parties involved in the competition and shall be appealed at the Appeal Jury.

 

 

The Game System

 

10)      With participation from eight (8) teams and completely in accordance with the current FIBA Game Rules, the tournament will be disputed in two phases.  During the first phase in case of a draw of points in the same position, the established FIBA system will also be used. The teams are divided in two groups of four (4) each as follows:

First Phase:

a)         The teams shall play against all others and for points (round robin) within their groups during three (3) days (from June 17 to the 19th for a total of twelve (12) games.

11)      The first four (4) positioned teams, shall be classified for Las Americas Tournament to be held in San Juan Puerto Rico, from 20 to 31 of August, 2003.

            Three (3) sets of 17 Bronze, Silver and Gold medals.
